You are a twit, Dongles. The birth caul or veil is a full face mask which may be sometimes found covering the face of a child at birth. It is actually a remnant of the amniotic sac.

Such births are quite rare, and they hold special significance for the child born in such a manner. Superstition has it that if one is born with caul they will never drown. I was - and I haven't - yet!

This thread will not need revisiting till December, the Six Shooter can remain firmly located in the Holster till then.
