No, nor a different ISP ..... and this (apparently legitimate) email is not common in PayPal communications - that's why recipients have been "talking" about it .....

The emails are properly worded, don't ask for details and don't redirect to a "phishy" site. No suspicious activity takes place on PayPal accounts. Oddly, logging into your PayPal account, changing your password and setting up 2FA does not, apparently, stop the mails arriving .....

Phishing emails, allegedly from Paypal, with similar wording, however, are very common but it's very easy to spot the errors which identify them.
