They have known this for months it wasn't just been sprung on them, the truth is they FORGOT to budget for it.Must admit there does seem to be a problem of how this system works.
Even old Ken Clark had a go about why the gov. hadn't budgeted for it before.
I still say I am for staying in the EU. leave at our peril.

).I'd be interested in seeing how the UK would fair if we had a relationship with the EU similar to Norway's. In other words not a member state of the EU, but membership of European Economic Area (European Free Trade Association)
