Yes, I believe you're right.
You see films of both the electric chair and the gas chamber having curtains drawn back just before the execution so that interested observers on rows of chairs can 'witness' (or watch) the murderer die.
We used to have public executions too, but I think they stopped that over a hundred years ago.
Saudi Arabia, too, has public executions in 'Chop-chop Square' in Riyadh on a Friday. I was once going to go down there to see for myself, but never got round to it.
I'm not quite sure about public hanging in the UK, should hanging ever be brought back. Many argue that it is inhuman and appeals to the worst aspects of humanity. On the other hand, perhaps it would also increase the deterrent factor if those who may intend to murder someone can actually see what would happen to them if they did.
