Actually you are once more mistaken .Make up is NOT frowned upon even in most opressive countries .
If the face if covered no one cares what women wear on their faces .
Even the hijab hair covering is so unflatterering to almost everyone that plenty of make up is used to counteract it.

The Taliban made it an offence for women to wear make-up.Punishable, in some extreme circumstances by death, if caught.
It being hidden had nothing to do with it.
Gender apartheid was rife and the eradication of women's cultural presence.

They do cover their hair but that's all.
Before entering, the mother was dressed as a black dalek, as is the norm, but once in the room she removed her 'face mask' to reveal one of the most beautiful women I have ever seen.
What a waste!
