Local government dilemma

The scumbag 'nasty party' have caused a local government dilemma. Apparently some scumbag 'nasty party' councillors are opposed to 'fracking', notwithstanding it is party policy. Question now arises do these councillors 'toe the party line', or do they oppose the fracking, when such plans come before the council planning departments???
