Folkestone has one too. When I lived there both tracks were working but now it appears the 'stepped' carriages (right hand tracks) have been abandoned and the whole thing is under constant threat of closure.

A triumph of Victorian engineering - fill the top carriage's tank with water (you can see the tank under the passenger compartment) and down it comes pulling up the carriage on the other track. Empty the tank at the bottom, pump the water up to the top carriage, repeat!
