E-scooters are an increasingly important for short journeys as fossil fuel powered vehicles become abandoned. Continued use of traditional fossil fuels has a very short future and so will traditional cars and car ownership.Considering the short time that fossil fuels have been used to power motorised transport the awful environmental damage it has caused is staggering and not only can not continue but must not be allowed to continue --- and it won't be allowed.

I foresee an expansion in single person e-vehicles of the three and four wheel varieties.

There are dangers with e-scooters but I think they will eventually become legal to use. There are likely to be rules but as with any other transport, there will be those who break them. Sad but true.
Some sort of ID plate would be ideal for bikes and e-scooters but it probably won't happen. One reason is the setting up and administration of a requirement like that. Another is that it must be made easy for people to leave the car behind. If licencing, ID plates and insurance was a legal requirement, then people would find it easier to use their cars because as a car driver, they already have all that.
Not using a car needs to be made easy and open to all.

I believe that traveling will radically change in the future. It's only in the last 70(?) years that the ability to travel at the drop of a hat and having access to our own motorised transport has become commonplace.Now working from home has been shown to be perfectly feasible and indeed preferable for many jobs and the savings in office space, environmental pollution, commuting times, and so much more it is inevitable that is going to increase.
Then there's leisure use. I remember well when near continent holidays were by coach, not aircraft. Then the travel was part of the holiday.
Shopping? Take a bus. Kids going to school? WALK or school bus.
There huge social changes coming down the pike. A lot of younger folk ain't gonna like them. Know what? TOUGH.
