When we moved into this house last November I bought the same phone as you (At least the price was the same) and we've never had any of these calls. In fact only yesterday I went and set up the Overseas calls to 'allowed' and all the other three as 'allowed' as well, I thought it might result in some unsolicited calls but so far, fingers crossed, it has not.

Rather than BT engaging in some dodgy sales practices it's more likely that the newer phones have some kind of nuisance blocking built in, whereas your older one did not have it, technology moves on as they say

The telephone numbers of a lot of these scammers are well known
You only have to check them when you receive one. Or just search
scammer telephone numbers. The phone you are mentioning from BT
probably does have those numbers already in them and blocked.
