Hi

Fisheries are devolved.

Scotland can make it's own arrangements, as can Wales and NI.

English Fisheries are minimal in overall terms of catch, but a lock out will severely hurt the French,Belgium and Holland.

The faroe islands have a right to fish in UK waters, in exchange for the UK fishing cod, haddock etc in faroe waters.
The faroe have sold these rights in part to russia. The UK sold their rights for faroe waters, as well as their own UK waters, to dutch supertrawlers.

Quotas are allocated in January each year.

I can see you've read your own link:

Neither did Mr Percy absolve the UK Government from criticism, pointing out apart from the Russian vessels, he had spotted 22 other ships from Iceland and the Faroe Islands in the same area.

Your understanding is absent. The EU allocates quota to members, which russia is not (yet). But any EU member can sell it's allocated quota to russia, like the UK obviously did. Why else can't they chase off the russians? Certainly not because they're afraid!
