Did you actually read the article ?There is nothing gentle about sending mesh pouches attached to balloons with explosive devices in them or flaming kites or hot coals to set fire to crops and homes .
It's ARSON .
Disguised as children's balloons very nice .
These are dangerous things with intent to do HARM .
