However, perhaps black bags could be issued at the the
start of the trip! and a fine issued at the finish, if the bag is
not returned with something in it, at the finish??

I'm not sure that issuing bin bags to all and sundry visiting Ben Nevis is a good idea - depending on what's been put in them, the bags may un-reusable after only a few times, so that on Ben Nevis (160,000 visitors pa, say 1 bag between 4, reused 4 times) as many as 10,000 bags pa will have to be recycled (if possible). Again, if that policy was applied to all UK mountain and hillside visitors, the numbers of bin-bags involved would run into millions.

I was'nt thinking of reusable bags Omah, but l take your
point about more plastic litter. And we are allready using
black bags to dispose of our kitchen waste to landfill via
the municipal services, so l would question whether the
relatively small amounts of bags involved make much
difference! Also the rangers themselves are allready using
them to fetch the crap own from the mountain.
At least it would save the poor rangers from having to
handle the disgusting stuff?
And the proposed fines would be an extra source of revenue?
