They are probably trying to treat us as adults rather than children? The government realises that we are still a free country and it would prefer for us to do the right thing by our free will, but no doubt they will impose these things if they have to, like they did with the lockdown...Re: Why does the government keep using word Advice instead of issuing Demands?
The problem with issuing 'demands' rather than 'advice' in this country would be, I am assuming and how I see it, that this would require legislation to back it up. Firstly, there are not enough police to enforce legislation and secondly, to get legislation in place would take time and that would also probably be disputed by the systems we have in place in this country.
