In the hope they would say "no", probably.
Now that it's published (link below) it's easy to spot the obvious problem and it shows beyond reasonable doubt just how desperate and scheming the EU are even when the wording is perfectly clear.
This is the bit, around half way down Page 2:
"
AstraZeneca has committed to use its Best Reasonable Efforts (as defined below) to build capacity to manufacture 300 million doses ...."
The definition of what constitutes "
Best Reasonable Efforts" is contained below that in 1.9 of definitions.
There is nothing in the above that is suggestive of AZ currently doing any other than the EU requested in that contract.
The difficulties in ramping up production have very clearly been explained by AZ and the evidence exists from the UK of such problems, as does the three months extra time from the EU's order.
Basically, the EU are blustering windbags.
