Having defending some, here is an example of what is seriously wrong in some places.
Cheshire East Council, only just down the road from me, has just suspended it's Chief Executive.
They paid him a fortune, £246,000 a year, well above the going rate for a Council of that size.

It is known locally as physiogate, the award of a £156,000 contract to the rather attractive physio of the then leader of the Council, the local big wig politician, without any competition.
The Council has, like all Councils, it's own internal audit department.
The head of internal audit, a very decent and principled man, picked up on this and reported it.
It was kicked into touch.
He persisted and was subject to intense bullying.
He was supposed to be protected by the Whistleblowers Charter, so he did the decent thing and went Public.
He put his report, as he was entitled to, on a Council Meeting, thus opening it up to the Press.
That is when things went seriously wrong for him.

He has now left the Council, a destroyed man.
Now before UJ lets rip about the Nasty Party, a bit of history.
In days of old, there was a Formulae for paying senior council officers.
It was based on the size of the population and the indices of multiple deprivation.
So the Chief Executive of a small, wealthy rural authority, was paid far less than the Chief Executive of a large Urban Area with severe poverty issues.
So everyone knew what the rate was for each Council Chief Executive, then the Directors where paid a % of that, and the Assistant Directors a % of Directors.
Easy peasy, everyone knew where they where.
There were small enhancements paid, if for example, you were also required to sit on a Government Body, but these were strictly regulated by the Government.
It was the Labour Party, Blair, who scrapped this scheme, he wanted the system changed so that Local Councils could employ bosses more in tune with the views of Local Politicians.
In other words, yes men
That is why we are where we are.
