I was going to say that, Bruce, our farmer would get uppity about dogs barking at cows.

Not a good idea to worry livestock, it's asking for trouble.
The farmers won't view it the same as the owner. Consider the livestock may be pregnant too.

They are the neighbor's cows and they've got lots of acres. The cows are only near us once a week or so for a short time and Cooper only barks at them when they're close to the fence.

Hello Victor your puppy is growing into a lovely dog. I enjoyed seeing him again .

I would say the body language of your puppy isn't about 'protection' more curiosity 'what is that big thing can I play with it'.
Personally I wouldn't allow him to bark at the cows because it could store up problems for the future. Instead I would ignore the cows and call him to you then treat/praise when he comes which sends the message having cows around is not something to bother with but it can be a pleasurable experience

I just agree with you all, I know farmers who would be happy to shoot a dog for upsetting his livestock. The dog is lovely though but if he were mine I would try to ensure he kept well away from livestock.

Can't help but agree we have had dogs who would do that and had to keep them leaded in many places just in case we came upon cattle or sheep. I wish we had trained them to ignore early on.

I do think the dog wants to play. I agree that it's probably not the right thing to let your dog do. These animals should be left in peace.
